Interim Manager, Project Development
Jamie Nagel is ZGlobal’s Interim Manager of Project Development, where she focuses on land and project development, interconnection, and compliance. Jamie has a broad ranging and diverse skill set developed over close to ten (10) years’ in the renewable energy industry, preceded by eight (8) years in various accounting, analysis, and customer care centric roles. Jamie is a subject matter expert in generation project interconnections, with an emphasis in investor owned utility (IOU) wholesale distribution, Rule 21, and NEM tariff grid interconnections, and includes coordination with transmission providers. Her environmental experience touches on every aspect of renewable project development and operations, from site selection fatal flaws to ongoing environmental compliance through project operations. Her expertise includes initial site review analysis and due diligence, entitlement, Conditional Use Permit (CUP) initiation and management, and managing and facilitating processes associated with the California Environmental Quality Act (CEQA). With direct project experience in Imperial, Kern, Kings, Madera, Merced, San Bernardino, Tulare, and Ventura Counties, Jamie is able to address a variety of environmental and planning issues in an informed and objective manner.
At ZGlobal, Jamie leads the land development, interconnection, and Power Purchase Agreement (PPA) contract management efforts for all non-transmission generation interconnection projects and provides substantial support to numerous efforts across ZGlobal’s business offerings. Jamie also manages compliance activities for ZGlobal and their clients related to energy reporting and various project certifications and has considerable in-depth knowledge of and experience in California Energy Commission (CEC) Renewable Portfolio Standards (RPS) and Western Renewable Energy Generation Information System (WREGIS) program participation standards and requirements.
Utility Scale Solar Photovoltaic (PV) and Battery Energy Storage System (BESS) Project Entitlement and Land Use Permitting
Senior Environmental Planner and Development Project Manager responsible for the entitlement and land use permits for 21 utility scale solar PV projects, three (3) Solar PV/BESS hybrid projects, and one (1) BESS only project ranging from 1MW to 90MW. Have also supported the entitlement and provided technical support and environmental document review for several additional projects.
• Fatal flaw land analysis and due diligence.
• Management of technical environmental documentation and entitlement/land use permit package preparation and submittal.
• Represent project sponsor with external project stakeholders including landowners, permitting agencies, and at public hearings and government and community events.
Utility Scale Solar PV and BESS Project Interconnection
Senior Project Manager responsible for the interconnection of all non-transmission generation projects from inception to commercial operation date (COD).
• Initial interconnection assessment and fatal flaw.
• Management of technical interconnection documentation preparation and submittal.
• Represent project sponsor with external stakeholders including transmission and distribution providers, balancing authorities (BAs), and local authorities having jurisdiction (AHJ).
Jamie is currently pursuing a degree in Natural Resources at Oregon State University and has participated in project management courses through the Fred Pryor Seminars/Career Track program. She is also a licensed Notary Public for the State of California.
